Allow 'From-To' values in field activities to not be entered when user is skipping a field activity.

Users should not have to input a From-To for a field activity that requires it, when they are skipping the activity. If you are just skipping the activity completely it doesn’t make much sense to have to input a From-To value.

When setting up a field activity there should be an option along the lines of ‘No From’To required when activity is skipped’
