Tool tip for cost contract items during plod import

Most users cannot see cost contracts in CorePlan, so they may not be aware of circumstances where time activities/equipment are chargeable and where they are not.

A tool tip would be helpful for geos importing plods, to hover over a time activity to see what rules apply to it.

For example, Water Carting is only chargeable if the rig is down because it’s waiting for water. The geos may not be aware of this, but the cost controller could input this advice into the cost contract for a geo to see.
